Kate Marmion School of Public Health Announces Melvin L. Seale, DHSc, as Associate Dean of Graduate Programs

The Kate Marmion School of Public Health is pleased to announce the appointment of Melvin L. Seale, DHSc, RHIA, CCS-P, CRC, as the inaugural Associate Dean of Graduate Programs. Seale will assume the role effective February 2.

Seale brings extensive leadership experience, expertise in curriculum development, and a strong background in accreditation within graduate education, particularly in public health, health policy, management, and informatics programs. Most recently, he served as an Associate Clinical Professor and Director of Graduate Studies in the Department of Health Policy and Management at the University of Maryland School of Public Health. In this role, he managed graduate recruitment and admissions, led curriculum innovation, and guided programs through key accreditation processes, including the Council on Education for Public Health (CEPH), the Commission on Accreditation for Health Informatics & Information Management Education (CAHIIM), and the Commission on Accreditation of Healthcare Management Education (CAHME). 

Throughout his academic career, Seale has demonstrated a dedicated commitment to preparing students for leadership roles in complex healthcare settings. He has led comprehensive curriculum overhauls, integrated industry-recognized certifications into graduate programs, and created experiential learning opportunities that have significantly boosted student career outcomes. His focus remains on workforce readiness, student success, and academic excellence.

Beyond his academic contributions, Seale has industry leadership experience from his role as Senior Manager of Healthcare Quality and Compliance at Aetna (CVS Health). At Aetna, he managed large interdisciplinary teams and spearheaded data-driven initiatives centered on quality, compliance, and performance improvement. This dual perspective enriches his approach to graduate education and partnership development.

As Associate Dean of Graduate Programs, Seale will provide strategic leadership for the school’s graduate and certificate offerings, support program growth and accreditation efforts, bolster academic-industry and academic-community collaborations, and advance initiatives to enhance student recruitment, enrollment, retention, and career success. He will work closely with institutional and school faculty, staff, and partners to further position the School of Public Health as a leader in graduate public health education.
